Eastern Oregon University encourages the sharing of information, comprehensive access to local and national facilities to create and distribute information, and the free expression of ideas. General access facilities and infrastructure are provided to further these purposes. The facilities and infrastructure are owned and operated by the institution. All users of EOU's computing resources and associated infrastructure are responsible for adhering to the qualifications and restrictions listed below.
Computer systems, facilities, and infrastructure are provided for meeting academic goals and to provide access to local, national, and international facilities to aid in the achieving of those goals. There is an obligation by those using the facilities and services to respect the intellectual and access rights of others locally, nationally, and internationally. Any use of the facilities or infrastructure that is in violation of the guidelines listed below will be considered improper use, access privileges will be forfeited, related user account(s) will be deleted, and disciplinary action may be pursued.
1. All computing facilities and infrastructure use must be in accordance with the academic goals and administrative operating necessities of the institution.
2. Computer access accounts are to be used for approved academic/institutional programs within the academic and/or administrative goals set forth in the respective user's curriculum or job.
3. Only registered students, alumni, faculty, staff, and retirees of Eastern Oregon University, within the parameters outlined in this policy, may use computer access accounts. When a user is no longer eligible, access to their account is forfeited and the account will be deleted.
4. Computer access accounts may not be used by any other person other than the assigned user. Project or group accounts must be approved by the Information Technology Department Network Manager prior to use.
5. Entry into EOU's systems, including use of the infrastructure, by individuals not specifically authorized, or attempts to circumvent the protective mechanisms of the systems and infrastructure are prohibited.
6. Unauthorized viewing or use of computer files, programs, or any electronic information, is prohibited and may result in disciplinary, criminal or civil sanctions.
7. Deliberate attempts to degrade system performance or capability, or attempts to damage systems, software, or intellectual property of others is prohibited.
8. Labs are for the use of EOU's students, faculty, and staff. Abuse of computing resources, infrastructure, and/or furnishings will result in academic discipline and possible criminal action.
9. EOU's computing systems, facilities, and infrastructure are for academic use and for use within the standard operating procedures of the institution. All use must follow these guidelines:
a. Users shall not utilize EOU's computing or networking facilities for personal entertainment purposes (on-line games, music or video trading, etc.) within their server accounts or elsewhere on EOU's computing systems or networks. This does not preclude such use of privately owned computers in residence halls provided that there is minimum load according to IT Department standards placed on EOU's network infrastructure.
b. Use for private or personal profit or the conduct of a commercial business is prohibited.
c. The electronic mail system shall not be used for "broadcasting" of unsolicited mail.10. EOU's computing systems, facilities, and infrastructure will not be used in any way that will violate federal copyright statutes or regulations, including but not limited to US Code Ttile 17 Sections 501-511.
11. Uses of EOU's computer access accounts are subject to state and/or federal laws regarding the use of computing equipment and/or government resources and appropriate network protocols, including but not limited to Oregon Revised Statutes 164.377 and US Code Title 18 Section 2252.
12. Eastern Oregon University reserves the right to monitor and record the usage of all computing systems, facilities, and associated infrastructure. The institution has the right to use information gained in this way in disciplinary or criminal proceedings.
