The Library is the intellectual heart of the campus and community. Located on three levels of the building are over 660,000 items, including books and periodicals microforms, newspapers, pamphlets, maps, government documents, photographs, and special collections in the Oregon Room, Curriculum Library, Archives and Genealogy areas. Pierce Library is also the host institution for the Sage Library System of Eastern Oregon which holds over one million items available in libraries throughout eastern Oregon.

A variety of student seating and seminar areas are available, with a reading room/group study area on the main floor. An Electronic Research Center lab is also located on the main floor. Special reference and computer search services are available.

A telephone for on-campus and local calls is available without charge across from the circulation desk.

The Library is open seven days a week; hours of operation are posted.

General Regulations
Materials needed for use in the Library are subject to recall at any time. A maximum fine of $1.00 per day may be imposed for failure to return items promptly.

Borrowers losing materials will be charged replacement cost plus the amount of fine incurred up to the time the item is reported missing. In addition, the borrower will be assessed a service charge of $6.00.

When lost materials for which the borrower has been billed are returned before replacement is ordered, a refund not exceeding the replacement cost may be made at the discretion of the Library Director.

Transcripts will be withheld pending satisfactory clearance of Library charges. An overdue or fine bill is an indication that the Library has a record of delinquency on your part. If you receive such a bill, you should see that it is cleared by checking in person with the Circulation Supervisor even though you think you may have returned the material.

Circulation and Reserve Books
Most library materials circulate for 21 days. Reserve materials are available for varying time lengths to be used within the building. The 24-hour reserves may be checked out and used off site.

You are required to present your bar-coded ID card when checking out library materials. To insure proper credit, all library materials should be returned to the circulation desk on the lower level. If the Library is closed, materials may be placed in the book return slot at the Library entrances or the book drop located in the cul-de-sac north of the Library. Experience has shown that library materials usually do not become overdue because they are being used, but because they are no longer needed and thus forgotten.

Instructors may select books and materials and place them in a restricted area at the circulation desk. These are called Reserves and are listed in the on-line catalog OPAC by professor or course. Each instructor placing items on reserve determines the length of time they may be checked out. Renewal privileges vary.

Renewal information can be obtained at the circulation desk, either in person or by telephone (962-3864). In most cases, non-reserved materials can be renewed by telephone if the call numbers are given.

Fines And Charges
Eastern has set the following schedule for fines and charges. Remember, it is your responsibility to return library materials on time or to renew them. The fine schedule is also posted at the circulation desk.

  1. General Circulation - $0.25 per day. No charges are made for the first three days late, but a charge of $1.00 is assessed on the fourth day, plus $0.25 per day thereafter.
  2. Pamphlets and ephemeral material - $0.25 per day.
  3. Reserve materials- hourly materials $0.25 per hour. Daily materials $1.00 per day.
  4. Interlibrary loan - $0.50 per day.
  5. Summit borrowing - $0.50 per day, first 10 days. One dollar per day for next 15 days.

Reference and Special Services
Dictionaries, encyclopedias, yearbooks, atlases, indexes, bibliographies and specialized reference books on various subjects are kept on open shelves in the reference room and at other places in the Library. Electronic reference resources are growing to meet the needs of Distance Education students.  Print reference resources must be used in the Library and may not be checked out. You are encouraged to ask at the reference desk for assistance in locating information. The Reference Librarian will assist you by suggesting research procedures, recommending subject headings to be consulted and indexes to be used in locating materials on specific subjects. Some of the reference sources available to you are listed below. Feel free to ask for help in locating and using them.

On-line Research Services
The Library currently subscribes to 726 periodicals and 28 national, regional, and local newspapers. Searching is available on over 100 on-line and electronic indexes through the Library webpage to resident and distance students.  Eastern's print periodicals are also cataloged into the Library's on-line catalog (OPAC).  These titles and many more can be found online in full-text through the library's online journal list.

Suggestions may be placed in the library information section of the on-line catalog. Recommendations for changes in policies and services, or for additions to the collection, are welcome.

If you find we do not have an item you need in our holdings, ask for assistance as we can usually borrow materials from other libraries by using the Interlibrary Loan Service. This normally takes seven to ten days so plan ahead. The Library also participates in the Orbis-Cascade Alliance, a consortium of 33 academic libraries in the northwest. Students may place requests through the Library's automated system and receive materials in 2-4 days.

Copy Card/Coin-operated photocopying machines and microfilm/fiche reader printers are located on the main floor and near the circulation desk.

Pierce Library allows use of your personal laptop computer in the library. Internet access is available; you may connect at an active data port in designated areas in the library or use the campus wireless network.

Checking out laptops in Pierce Library
The Pierce Library offers laptops for checkout at the Circulation Desk on the main floor. Before using a library laptop comuter, you must show a valid drivers license/picture ID, a current EOU ID and complete an annual registration form. Processing of this form may take up to 24 hours.

Audio Visual Services
This multipurpose library facility, on the lower level, houses a media collection and audio/visual Listening Lab. Students may listen to records and tapes, view slides, videos and filmstrips. Basic skills print and non-print materials are also available for check out.  A scanner is available for use one floor up at the Electronic Resources Center.  Staff is always on hand to assist with utilization of the materials and equipment.
