Greetings!
We are honored to have your participation in Mountaineer Athletics and welcome your school pride and spirit. We desire to foster an atmosphere of healthy competition, mutual dignity and respect, and enthusiasm. This document is intended to provide you with a friendly reminder of some EOU Policies, local laws and information about our intent to make athletic events a positive experience for all involved.
We ask that you assist us to ensure that EOU administrative policies, as well as local and state laws, are not being violated. We also enlist your assistance in making sure those around you are having an enjoyable experience.

EOU Football Game Guidelines
EOU Athletic Events Game Guidelines
According to the EOU Student Handbook, the following are offenses subject to disciplinary action:
- Obstruction or disruption of . . . institutional activities, including public service functions or other authorized activities on institutionally owned or controlled property.
- Malicious damage or misuse or theft of institutional property, or the property of any other person where such property is located in institutionally owned or controlled property, or regardless of location, is in the care, custody, or control of the institution.
- Refusal by any person, while on institutional property, to comply with an order of an institutional executive or appropriate authorized official.
- Threatening, intimidating, vulgar, indecent, defamatory or obscene conduct or expression on University-owned or controlled property or at University-sponsored or supervised functions or events.
The EOU Student Handbook also states the following regarding alcohol consumption:
- Eastern Oregon University prohibits the unlawful use, possession, manufacture and distribution of illicit drugs and alcohol by its students and employees on its property or as part of any of its activities. Persons who violate this policy are subject to campus disciplinary action and referral to law enforcement agencies.
- The University recognizes that the consumption of alcohol by members of the University community at or above the age of 21 is a lawful activity and a matter of personal choice. The exercising of this right,however, requires knowledge, personal responsibility and responsibility to the community. In addition to these, the institution has the obligation to promote well-being, to embark on reasonable enforcement of rules and regulations as a matter of institutional integrity, and to protect the University and state of Oregon from legal liability (EOU Student Handbook).
City Ordinance
Consumption of Alcoholic Beverages in Public Places Prohibited
No person shall consume any alcoholic beverages in or upon any street, alley, or other public place, unless such place has been licensed for that purpose by the Oregon Liquor Control Commission (City of La Grande Ordinance #2913, Series 1997, Section 2).

. . . Drinking Alcohol Outside the Premises
. . . (2) Noisy, Lewd or Disorderly Activity:
a) no licensee or permittee will permit noisy, lewd or disorderly activities on the licensed premises or in areas the licensee controls that are adjacent to or outside the premises; . . .
. . . (5) Drinking Alcohol Outside the Premises:
a) no licensee or permittee will permit anyone to drink alcohol in any parking lot that the licensee controls that is associated with the licensed business unless the Commission has approved that sale or service of alcoholic beverages in the area.

EOU Athletic Events Game Guidelines
- Loud music will not be tolerated;
- RV Parking will be limited to the tennis court parking lot;
- E Street will be unavailable for any parking or vehicular traffic on days of all home events-vehicles will be towed at owner's expense;
- NO PETS allowed on campus during athletic events
EOU Football Game Guidelines
- Each vehicle in the Community Stadium Parking Lot will be allowed only one parking stall on days of home football games;
- Tailgating is permitted from 10:30 a.m. to 4:00 p.m. on days of home football games;
- Tailgating is encouraged, but group sizes should not include more than 15 in a single group (to help avoid congestion problems);
- No tailgating will be permitted on G Street;
- Loud music will not be tolerated;
- RV Parking will be limited to the Tennis Court Parking Lot;
- A Beer Garden will be available at all EOU Home Football Games 1.5 hours prior to kick off (game time) and during half time;
- Alcohol will ONLY be permissible in the Beer Garden (see OAR 845-006-0347);
- Security officers will enforce open container, and underage drinking laws;
- Security officers will do random ID checks and report violations of (1) EOU policies and (2) local laws to appropriate administrative and legal authorities;
- E Street will be unavailable for any parking or vehicular traffic on days of all home football games; vehicles will be towed at owner's expense.
